University of Ottawa Lockdown Review Underway After Emergency Response Concerns
Ottawa, Canada — April 14, 2026 — The University of Ottawa has launched a full review of its emergency communication systems following last week’s campus lockdown, which has raised concerns among students and staff about how alerts were delivered and managed.
The lockdown occurred on Friday afternoon after Ottawa police responded to reports of a suspicious individual near the Rideau Centre, just north of campus. The man, later arrested, was charged with carrying a replica firearm and mischief after reportedly entering university grounds.
Emergency response and lockdown timeline
According to officials, the university was placed under lockdown shortly after 5 p.m. once police confirmed relevant information. The order remained in effect for several hours before being lifted following the suspect’s arrest.
A university spokesperson said the institution acted “quickly and responsibly,” emphasizing that student and staff safety remains the top priority.
“Acting quickly and responsibly is what helps keep people safe. Action was taken according to all available information and the university will always put safety first,” the spokesperson stated.
Concerns over communication failures
Despite the swift response, members of the university community have raised concerns about inconsistencies in the alert system. Some students reported not receiving notifications through the SecurUO emergency app, while others noted that not all students are required or able to use it.
The student union has also questioned the reliability of the communication system, highlighting gaps that may have left parts of the campus uninformed during the incident.
University promises improvements
Provost Jacques Beauvais, Vice-President of Academic Affairs, acknowledged the concerns and confirmed that the university is actively reviewing its communication approach.
“We’re committed to finding more effective ways of engaging with students,” Beauvais said, adding that a comprehensive review of all communication channels is currently underway.
Classroom disruptions and student confusion
Some faculty members described confusion during the lockdown. Professor Jennifer Baker reported that alerts were displayed on campus screens, but many students remained unaware of the situation due to missed notifications or noise-cancelling headphones.
She said she had to personally inform students in her classroom after noticing the emergency alert on a computer screen.
